Covid rules aside, The Ranger often has a few empty seats and they are willing to take you if they have room, I left on the Ranger once when the plane (I was scheduled on the plane) was backed up 2 days due to weather. That was before they had two planes flying. I didn't have a ticket for the Ranger...

If you follow the rules, nothing has really changed. I carried a hammock for a couple years and was only able to hang it a few times while following all the rules. I see many people hanging at shelters and off the pad at camp sites, both outside of the rules.

I do this trip in the other direction, but it works in either. I prefer west to east for the short first day in case of plane delays. For east to west I would suggest staying on the lake and stopping at Moskey (my favorite site). That first day will be rough with a full pack, but staying on the lake...

Depending on the time of year there are people on the trails and definitely in the campgrounds. You will have your alone time, but there is almost always someone around for emergencies. There are no overnight rentals on canoes or kayaks. I won't get deep into it but, the waters around the island can...

Backwoods, take some solace in knowing the island is difficult to get to as you know. I have a number of coworkers who want to go, but the logistics are daunting. and we live in Michigan.

I was told that there is only one person/group per back county zone. If someone else has the same idea as you on the same day, you might not get your permit. I love Isle Royale Seaplanes and take them when I don't have a kayak, but have a backup plan just in case weather sets in and they can't fly.
