Not really familiar with black flies. Are they like house flies that are attracted to fecal matter? Do they bite or are just annoying? Cooler days in the 60's make for great hiking weather, but it also could be much warmer. Nights can be a bit cold at times. Not aware of any private boat charters in the Grand Portage MN area. You may want to consider travel from the Michigan side as the travel times to Rock Harbor are shorter.
