Nym 90, thanks for the explanation. My understanding is that "backcountry" permits are issued for staying at existing designated campgrounds and "cross-country" permits may be issued for overnight camping at your own non-designated campsite.

On page C-5, Overnight Stays, can 69% Backcountry vs. 10% Campgrounds be correct or is it just the opposite?
