There is plenty of room at Little Todd for multiple campers (even if every site is full). Like the poster above, when we stayed there (August 2017) we were the only folks there. The beaches at Little Todd would be easy to land a kayak.

We hiked from N. Lake Desor to Washington Creek with 3 liters each. There are a couple of small creeks between Desor and WC that would work for water (don't know how heavy they will be flowing in Sept). The store at Windigo sells the basic fuel canisters that fit MSR Pocket Rocket type stoves. The canisters are pretty much universal. We used a tent last summer and supplemented it with a tarp. We used the tarp to cover gear or a picnic table in the rain. That might save you from buying (and carrying!) extra tents.

I have Verizon -- visited the west end of the island via Grand Portage. My signal ended during the drive north around Grand Marais. I don't think Verizon is an viable option until they upgrade their service area.
