Both of these are doable. I would choose #1, or else #2 modified as I suggest below. Both let you see Moskey and Chippewa, which are excellent places to stay. Option 1 is very nice, but Daisy -> Moskey is only 4 miles, and 3 Mile to Moskey would then be doable at about 8 miles. Option 2 is also fine...

I second doing a short east end loop, rather than doing an end-to-end. Not only will you have more time to enjoy the sights, but that would remove the need to hitch a ride on the Voyageur from Windigo back to Rock Harbor too (and thereby open up another day for you to enjoy things). Those should do it. I usually bring rain pants, but lots of people swear by gaiters. So I suppose that's entirely up to your preferences.
