The "official" Tobin Harbor-to-Rock Harbor portage is the Suzy's Cave trail, as can be seen on the map in the park newspaper, the Greenstone.
Most literature on the subject seems to only make mention of the portage at the vicinity of Rock Harbor campground/lodge, which is certainly easier.

Very sad news.
Hopefully delayed response time due to the fact that the nearest open ranger station was Windigo as opposed to Amygdaloid Island as would normally be the case was not a factor in the death.

The two locations from which the largest percentage of Isle Royale can be seen would likely be the Mt. Ojibway and Feldtmann Ridge observation towers. There is certainly merit in taking advantage of the opportunity that arriving after Labor Day presents you with to use Rock Harbor as a basecamp and just do day hikes from there. You would have no limitation on how well stocked your pack can be, only having to lug it as far as a shelter or tent site...
