MN's declining moose population has prompted DNR to place moose on the States's Threatened List.

The article states these were the first major changes in 17 years. Is this list reviewed on an annual basis? It seems odd that all of the sudden there would be this flurry of activity if it was reviewed on an annual or even somewhat regular basis.
