Cultural Resource Management Plan

I do not pretend to fully understand this, but it looks like the park has adopted "Alternative B" as their Cultural Resource Management Plan:

From the press release, it sounds like this plan indicates a change towards preserving and developing existing cultural resources (e.g. cabins) rather than leaving them to rot, or destroying them to create wilderness areas. There's also a long overdue emphasis on developing stronger relationships with the nearby Ojibwa tribes.
Edit: And a specific callout to rehab the "Rock Harbor Guesthouse" as a hostel or something similar. I've never heard of that building -- anybody have any ideas?
