How strict are the Rangers enforcing camping permits?

How strict are the Rangers enforcing camping permits?
If I was to have a party of 6 and another friend join us along the way at a campsite because they were coming to the island from a different point of entry, would the Rangers enforce the whole group 7 or more thing? Would they care if you're sharing a site and you both have permits? Would they make the one person split off into an open site, or might even fine you?

The NPS limits group sizes to "protect the resource" from the public.

Yes they care and enforce it. You can not meet up along the way to get around the 7 is a group and requires a permit rule.
