It looks like the Northern Lights but I believe that it is actually the lights of Thunder Bay reflecting off low altitude clouds. The recent solar activity has been at extremely low levels.

Yeah, Occam's Razor would say that, too... Here's where motion from the camera would help, to see if they're dancing.
While they solar activity has been low, there are blips. There was a G2 (Moderate) Geomagnetic Storm at that same time with Kp6, So it's possible. Only the moose and wolves will know.
