Takes awhile to narrow down the list of possible people, to potential suspects to "it was these morons". Then interview any leads, get all that in front of a prosecutor, etc...
The big question is how much is the restitution discount for guilty pleas.

I'm glad they caught them. Their negligence impacted my '22 trip. Still had a great time, but not what I'd spent a year planning.

In talking to the ranger at Rock a few days ago, it was his understanding on of those involved "flipped" to an investigator.
