How to choose a location for a new national park?

The Huron Mountains north of Marquette (near Big Bay), MI would make for a fantastic national park, but unfortunately the Huron Mountain Club isn't interested in selling.

There are a number of national monuments that could be upgraded, like my favorite Dinosaur National Monument, www.nps.gov/dino
