It looks like the Queen's rule is similar to the retired Wenonah. Stove fuel must be taken out of packs and presented for separate stowage. This is probably due to one or two reason. 1) To make sure the caps are tightened securely so there is no leakage and 2) insure it is stowed in a location where ventilation is well controlled.

I do not know if the rules for G.P.I.R.'s new vessel, "Sea Hunter" is closer to those of the retired Wenonah or the current Voyageur II.

To round out the whole "fuel in packs while travelling to/from the island" issue, the Royale Air Service does NOT allow ANY fuel on board their planes. It appears the only open issue is finding a published regulation for the Ranger III. I can't imagine it is much different than the other vessels but I just could not find it published anywhere.
