We were there in early August and saw very few. I only applied bug spray once in 6 days. My guess is you'll be fine. Take a little spray to be on the safe side but I doubt you'll use it.

I've decided that bugs on Isle Royale are as variable as the weather.
A trip report 2 days before my Minong trip reported few to no bugs (same trail, a week apart). We had an inch of rain the first night/day on the trail and the bugs were very active (we used both spray and head nets on multiple sections of the trail & in camp).
My advice, prepare for the worse and hope for the best. No matter what, you will have a great time!
